The Edcouch-Elsa Independent School District has officially appointed a new superintendent during a Board of Trustees meeting on Thursday in Edcouch.Rosalba De Hoyos was officially named the new super during the Trustees’ meeting. De Hoyos earlier last month was named the lone finalist for the school district.According to a release by the Edcouch-Elsa Independent School District, De Hoyos has 31 years of experience in public education within the state.
