EDINBURG – Hidalgo County Precinct 4 kicked off one of twelve stormwater management improvements to be developed within Precinct 4. On June 27th, Commissioner Ellie Torres broke ground with the Terry Road Stormwater Management Project.The ceremony marked the start of the county’s goal of reducing flooding by making investments in Hidalgo County stormwater management systems.
