The City of Pharr is gearing up to host its State of the City Address on Thursday.The address, which will be given by Mayor Dr. Ambrosio Hernandez, will cover the achievements, projects and more endeavors by the city.It will be from 11 a.m. to 1 p.m. at the Pharr EMS Headquarters located at 3000 N.
