Edcouch-Elsa ISD officially taps new superintendent

The Edcouch-Elsa Independent School District has officially appointed a new superintendent during a Board of Trustees meeting on Thursday in Edcouch.

Rosalba De Hoyos was officially named the new super during the Trustees’ meeting. De Hoyos earlier last month was named the lone finalist for the school district.

According to a release by the Edcouch-Elsa Independent School District, De Hoyos has 31 years of experience in public education within the state. Prior to this new role as the superintendent, she was serving as associate superintendent of instruction at McAllen ISD.

In that role for McAllen ISD, she oversaw the district’s secondary campuses and instructional support divisions. A few years before that in 2023 she was the interim superintendent.

The Edcouch-Elsa release also states that De Hoyos serves as a teacher, counselor, dean of instruction, principal and more across several districts such as PSJA ISD, Edinburg CISD and Hidalgo ISD.

“Dr. De Hoyos brings deep experience and a genuine commitment to students,” said Dr. Juan Jose Ybarra, President of the Edcouch-Elsa ISD Board of Trustees in the July 6 release. “We are confident she is the right leader for our district, and we look forward to welcoming her to Edcouch-Elsa.”

In that July release, contract negotiations were expected after a 21-day period, which is state law. The agreements were discussed during closed session at the Thursday meeting.

“We are excited to welcome Dr. De Hoyos as she begins this new chapter of leadership. Her dedication to student success, educational excellence, and service to our community will help guide Edcouch-Elsa ISD into a bright future,” the district said in a social media post.
