Pharr names Cynthia Garza-Reyes as deputy city manager

The City of Pharr recently announced that Cynthia Garza-Reyes has been appointed as the deputy city manager.

Garza-Reyes has served the City of Pharr for over 10 years and has made her presence known in a variety of roles. She has played a crucial part in projects that involve regional initiatives spanning infrastructure, transportation, education, international trade, and capital improvement projects.

Last year, she was appointed assistant City Manager for Pharr, and since 2015, Garza-Reyes has led the city's effort for external affairs.

Pharr City Manager Dr. Jonathan B. Flores said that Garza-Reyes is not only a committed individual to her craft, but believes she will continue to progress in her newfound role.

“Cynthia has been instrumental in leading key initiatives across our organization, demonstrating an unwavering commitment to the success of both our team and the community we serve,' Flores said. 'Her strategic insight, collaborative spirit, and ability to navigate complex challenges have been essential to the progress we've made in our ongoing transformation. I’m excited to have her step into this new leadership role, and I’m confident she will continue to excel and serve our office with distinction.”

The city said in a release that Garza- Reyes was instrumental for the progress at the Pharr International Bridge — detailing that she helped secure $450 million in federal and state funding for infrastructure and legislative priorities.

In addition, she has served as a voice for the city in the Texas State Legislature and Congress, as well as helping in the creation of Pharr Connect. With Pharr Connect, highspeed and affordable internet is available to families in the city, as well as local districts and businesses.

“This is truly an honor, and I am proud to serve as the deputy city manager for the City of Pharr,” she said.

The journey has been worthwhile, as Garza-Reyes began her career in public service back in 2004 with U.S. Congressman Ruben Hinojosa (TX-15).

During her tenure with Congressman Hinojosa, she played a role in the rollout of the Affordable Care Act in underserved communities. She also served as District Director in the region — where she oversaw a constituency of 500,000 residents across eight counties.

Garza- Reyes is also an active member in different organizations, including the Texas Border Coalition, the Texas Department of Transportation Border Trade Advisory Committee, The PossAble Dream Adult High School, and a member of the Texas I- 69 Alliance.

More so, she co- manages Double G Farms, a renowned Santa Gertrudis purebred cattle operation founded in 1960 by her grandfather, Gilberto Garza.

All in all, the Texas A& M University graduate said she is thankful for the opportunity and is committed to continue to help the city grow.
