Special to the AdvanceHidalgo County Criminal District Attorney Toribio “Terry” Palacios, in collaboration with Region One ESC and the Texas Council on Family Violence will host the ninth annual Young Hearts Matter Teen Dating Violence Prevention event on Feb. 23 from 9 a.m. to 1 p.m. at the Region One ESC located at 1900 W.
