PHARR — The City of Pharr held its annual State of the City Address-themed “Together We Can Win” on Jan. 20th at the Pharr Natatorium located on 3001 B. Cage Blvd. in Pharr. The event was hosted by actor and Rio Grande Valley native Joseph T. Campos.
