At issue, the $26 million to construct a new natatorium (big swim facility) on the north side of Pharr, and the city’s charge that PSJA ISD isn’t showing any signs of good faith with regard to its construction, for which, per contract, it’s on the hook for half -- $13 million.
There is an Interlocal Agreement (collaborative contract) in place between the city of Pharr and PSJA ISD that says both entities will split the total cost.
