Special to the AdvanceEDINBURG — Hidalgo County Commissioner Ellie Torres continues to expand Hidalgo County’s largest, main drainage system known as the North Main Drain.Last Wednesday, Torres broke ground on what is known as the North Main Drain III-Phase II Project. The scope of this project commences at 2,000 feet north of Monte Cristo Road and runs for approximately one mile.
