Special to the Advance EDINBURG — Hidalgo County Precinct 4 Commissioner Ellie Torres, in collaboration with Hidalgo County Drainage District, celebrated with a groundbreaking ceremony Aug. 8th on the third of the 12 stormwater management improvements to be developed within Precinct 4. “This project came from a community meeting hosted by the Colonia Tejana residents where they invited me to meet about their concerns,” stated Pct. 4 Commissioner Ellie Torres. “The colonia was in need of drainage infrastructure improvements to prevent stagnant water.
