McALLEN — McAllen city commissioners Monday night (Sept. 23) unanimously adopted a $422 million budget that was buoyed by increased sales tax revenues, includes $103 million in capital improvement spending and gives city employees a 2% costof-living increase It also requires a slight tax increase.
