EDINBURG – Palm Valley Animal Center (PVAS) is the shelter of record for Hidalgo County and 6 municipalities. Their intake is one of the highest in the US, but recent efforts at improving services and outcomes, supported by the local community and national partner organizations, have increased lifesaving outcomes at the agency.
