EDINBURG – Hidalgo County Precinct 4 Commissioner Ellie Torres, in conjunction with the Urban County Program and Drainage District 1, will host a ribbon-cutting ceremony to mark the opening of a new east-west corridor that connects Owassa and Roosevelt roads. The ceremony will be held at 10 a.m. on Thursday, Oct. 24 on W. Roosevelt Road between Val Verde Road and N. Tower Road. W. Roosevelt Road used to dead-end at a canal, which separated W. Roosevelt Road from Owassa Road. The new project paved over the canal to forge a new connection between the two roads, opening a new eastwest corridor,
