The Pharr Police Department arrested Francisco Elias Flores, 24, for outstanding warrants of evading arrest and possession of a controlled substance on March 17.Flores is also the lead suspect involved in several burglaries of vehicles that took place last week at VIP Estates Subdivision in Pharr. While in custody, Flores confessed to being involved in multiple burglaries.
