McALLEN - Beginning on Monday, February 10 and continuing through Monday, February 24, 2020, Harvey Avenue, east and west bound, between 23rd Street and Bicentennial Boulevard will be completely closed to through traffic for utility work. Residents will still be able to access their homes. (see enclosed map) The contractor will be installing new storm sewer infrastructure as part of the Westway Heights Drainage Improvements Project, which should help alleviate flooding in the area during heavy rain.
