Serious allegations Former Edinburg / Pharr CM accused of assault “Extortion,” he claims

Juan Guerra, former city manager of Pharr and most recently Edinburg, is now in the public spotlight after his former fiancée, Miriam Cepeda, accused him of assault last month. Guerra claims that Cepeda is trying to use that against him in an attempt to extort money from him after the City of Edinburg paid him a severance package worth $250,000 last November. In response, Cepeda said, when reached by phone earlier this week, that for her, it’s too bad that this issue is now in the public spotlight; and she categorically denies trying to extort money from him. She was in love with Guerra, she said, and now the whole relationship has been shot to hell. For her, the whole thing is a heartbreak. Her side of the story will eventually come out in great detail, she said, but that won’t happen this week. In the middle of all of this, according to Cepeda’s social media posts, is Guerra’s ex-wife. On one of her FB posts, Cepeda wrote in exasperated fashion: “Can ya’ll do something better with your time than dwell on one’s ‘relationship.’ Please check your sources. (They’re) coming from (Guerra’s) bitter cheating ex-wife (Lucy Castañon), who’s tried to ruin my reputation and spread lies about me being pregnant. Thanks ‘Mary Salas.’ No I’m not livid. But it is pathetic when he’s begging you back (just to see me), promising the world and playing with her on the side. Thank God I have standards. Bye, bye. Just think, him (Guerra) and his ex are pretty pathetic. No standards.” Cepeda worked as Edinburg’s legislative affairs liaison before she quit her job after the two began dating. “Basically, I gave up my job for him,” she said. Working together while involved in a personal relationship is never a good idea, she said. For months, the two seemed to be on a worldwind romance. On FB, they would post photos of their adventures together on trips to South America. Two people who looked as though they were clearly in love; but that was then, and this is now. The planned wedding came to an end Dec. 15th after Cepeda called Edinburg police to file an incident report, alleging Guerra had assaulted her. She said that Guerra had been emotionally abusive through most of their relationship and had, in fact, pushed her from behind (Dec. 15) as she tried to walk away from a heated argument. That push,
