Juan Guerra, former city manager of Pharr and most recently Edinburg, is now in the public spotlight after his former fiancée, Miriam Cepeda, accused him of assault last month. Guerra claims that Cepeda is trying to use that against him in an attempt to extort money from him after the City of Edinburg paid him a severance package worth $250,000 last November.
