New Hidalgo County Judge Richard Cortez Former McAllen Mayor Richard Cortez, now new county judge, is in the Honeymoon phase now. Most things between him and the four county precinct commissioners are going along well. After all, he’s only been on the job now as Hidalgo County Judge since Jan. 1.
