President Joe Biden now holds the absolute record when it comes to issuing pardons. Everyone in jail in the District of Columbia or in a federal prison anywhere because of marijuana possession has now been pardoned. There is a question, of course, as to whether these pardons apply to future smokers as well. It is doubtful that anyone can be pardoned in advance of committing a crime.
