To the Editor:The Peoples Republic of China (PRC) is not the people’s and is not a republic. It is a dictatorship led by the Chinese Communist Party (CCP); has a population of 1.4 billion while its ruling party has 90 million (less than 6.5 %).We would normally expect about 10 percent of a communist population to rule, but the Chinese system makes use of 300 million (21 percent) of the population through an incentive plan to insure compliance and allegiance to the system.
