Twenty-seven years ago I was the fifth person to sign the Contract with America. In due course all the Republican congressmen and congressional candidates signed up on the steps of the U.S. Capitol. We basically declared what we promised to do if elected (and in doing so nationalized the congressional races). As a result Republicans became the majority party in Congress for the first time in decades.
