Who’s Got the Power?

Democrat governor of New York, Andrew Cuomo, has recently become a big fan of the U. S. Constitution’s Tenth Amendment. He’s in a huge fight with the President as to who has the authority to open up the country. I notice, though, that neither side has quoted the whole amendment. Cuomo is adamant that all powers not specifically delegated to the federal government are retained by the states.
